As a result of the Deepwater Horizon oil spill, President Obama commissioned Secretary of the Navy, Ray Mabus, to develop recommendations for full restoration of the Gulf Coast. Based on those recommendations, the Gulf Coast Ecosystem Restoration Task Force defined ecosystem restoration goals in the Gulf of Mexico Regional Ecosystem Restoration Strategy, based on state and federal input and a series of public meetings.

In 2012, with the passage of the RESTORE Act, a Gulf Restoration Council was established and will develop the Comprehensive Plan to implement the Gulf Restoration Strategy.
